In conclusion, in order to decrease waste you have to follow 3 steps:

Metal, glass paper, cardboard and electronic gadgets can be utilized again, if they are treated right. Also, your recycled waste can be processed and sold.

Dirty diapers and cat litter cannot be recycled or used again. To get rid of these, you can burn them. By burning them you can generate power and heat buildings which, in long term is much more cheaper than burning oil or coal.  

Of course there is waste that cannot be reused or recycled. Some waste is simply useless or will not burn. this waste is taken to dump. Poisons are securely destroyed or stored out.
