Introduction
Imagine that a strong typhoon is approaching your community. Floodwaters are rising, families are preparing to evacuate, schools are closing, and emergency responders are mobilizing.
But who is responsible for preparing the community? What should people do before, during, and after a disaster? Why is it important for students and ordinary citizens to understand disaster risk reduction and management?
In the Philippines, Republic Act No. 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010, provides the legal framework for strengthening disaster risk reduction and management in the country. The law promotes a comprehensive, multi-sectoral, inter-agency, and community-based approach to disaster risk reduction.
Your challenge is to become a Community Disaster Risk Reduction Researcher. You will investigate RA 10121, identify the responsibilities of individuals and local communities, and use what you learn to develop a practical disaster preparedness plan for your community.
Task
As a group, research RA 10121 and its importance to disaster preparedness and community resilience.
Your group will create a Community Disaster Preparedness and Awareness Plan for your chosen barangay in our City.
Your final product should include:
- A brief explanation of RA 10121
- At least three important provisions or principles of the law
- Three major hazards that may affect your chosen community
- Possible vulnerabilities and risks associated with those hazards
- Preparedness and prevention measures
- An emergency response plan
- Roles of community members, students, local officials, and emergency responders
- A short awareness campaign, such as an infographic, poster, digital presentation, or social-media-style information material
- A reflection explaining why understanding RA 10121 is important
Final Product
Submit a 5–8 slide presentation of a community emergency plan entitled:
“Our Community, Our Responsibility: A Disaster-Ready Community Under RA 10121”
Process
Step 1: Watch and Observe

Record at least five important ideas from the video.
Step 2: Investigate RA 10121
Read the text of Republic Act No. 10121.

RA 10121 establishes local disaster risk reduction and management offices and assigns local authorities responsibilities such as risk assessment, contingency planning, early warning, public awareness, training, and coordination.
Create a table:

Step 3: Explore Your Community's Risks
Identify three major hazards that could affect the area of your chosen barangay.
Examples:
- Typhoon
- Flood
- Earthquake
- Landslide
- Volcanic eruption
- Fire
- Drought
- Sinkholes
For each hazard, identify the vulnerability of the community, possible risk, and possible solution. Use the table below.
|

Example: Flood |
Houses located near waterways |
Damage to homes and disruption of classes |
Improved drainage, early warning, evacuation planning, and preparedness education |
Step 4: Investigate Community Responsibilities
Research what different groups can do before, during, and after a disaster.
Complete this table:

Step 5: Develop Your Community Disaster Plan
Using the information you gathered, create your group's disaster preparedness plan.
Your plan should contain:
A. Risk Profile
- Location/community
- Major hazards
- Vulnerable groups
- Important facilities
B. Prevention and Preparedness
- Safety measures
- Warning systems
- Emergency supplies
- Training and drills
- Evacuation preparation
C. Emergency Response
- Where people should go
- How warnings will be communicated
- Who will coordinate the response
- How vulnerable individuals will be assisted
D. Recovery
- How the community can return to normal activities
- How damaged facilities can be addressed
- How lessons from the disaster can improve future preparedness
Step 6: Create an Awareness Campaign
Design one educational material encouraging community members to become more disaster-ready.
Choose one:
- Infographic
- Poster
- Brochure
- Digital presentation
- One-minute public-service announcement
- Social-media information campaign
Your campaign must communicate at least three practical disaster-preparedness actions.
Step 7: Present Your Findings
Present your community disaster plan to the class.
Each group should have 5–10 minutes to explain:
- The hazards you identified
- What RA 10121 means
- Why disaster risk reduction matters
- Your proposed preparedness measures
- The role of community members
- Your awareness campaign
Be prepared to answer questions from your classmates.

Conclusion
Disasters can affect individuals, families, schools, and entire communities. Understanding disaster risk reduction is therefore not only the responsibility of government agencies or emergency responders. RA 10121 establishes a framework that involves national and local government, communities, organizations, volunteers, and other stakeholders in reducing disaster risks and strengthening resilience.
Through this WebQuest, you investigated RA 10121, identified hazards in a community, analyzed vulnerabilities, and developed strategies for disaster preparedness and response.
Reflection
Answer the following questions individually:
- What is the most important thing you learned about RA 10121?
- Why is community participation important in disaster risk reduction?
- What disaster risk is most relevant to your community, and why?
